Abstract

 The write-up talks about the Draft National Education Policy 2019 focusing on Part II i.e. Higher Education. The various recommendations made by the draft related to higher education and its impact on my domain (commerce) will be discussed in the study.

Introduction

The Draft National Education Policy 2019 was released by the new government that took over on 30 May 2019. The 484-page draft consists of four parts, dealing with School Education, Higher Education, Additional Key Focus Areas, and Transforming Education, with an addendum, and 14 appendices. In this study the focus will be on the second part of the draft Higher Education.

Recommendations

The draft has proposed the following suggestions for Higher Education:

Ø  Restructuring of higher education institutions with the following three types of institutions:

Type 1:Research universities–Focused on world-class research and high-quality teaching.

Type 2:Teaching universities–Focused on high-quality teaching across disciplines, significantly contributing to cutting-edge research.

Type 3:Colleges – Focus exclusively on high-quality teaching, these institutions will largely run undergraduate programs.

 

Ø  The new architecture will be driven by two Missions -Mission Nalanda& Mission Takshashila.

 

Ø  All higher education institutions to become multidisciplinary institutions, with teaching programs across disciplines and fields

 

Ø  There will be re-structuring of Undergraduate programs 3 or 4 years duration having:

·         Imaginative and flexible curricular structures

·         Creative combinations of disciplines of study

·         Multiple exits and entry options

·         Masters and doctoral education provide research based specializations

 

Ø  Optimal learning environment and student support. Stimulating learning experience offered through effective pedagogical practices.

 

Ø  Adequate faculty in every institution i.e. engagement of energized, engaged and capable faculty.

Ø  A new apex body RashtriyaShikshaAyog is proposed to enable a holistic and integrated implementation of all educational initiatives and programmatic interventions and to coordinate efforts between the Centre and States.

Ø  The National Research Foundation, an apex body is proposed for creating a strong research culture and building research capacity across higher education.

Impact of National Educational Policy 2019 on my Domain, Commerce

· After being graduate or post-graduate in commerce the individual has got generally few options like; to get into academics, chattered accountant, MBA or banking. The liberalization of education with broad multidisciplinary will open the gates for various other options as well. It will lead to increase in employment which will result in nation building. 

· Students nowadays do engineering and then go for MBA or Banking i.e. they move from their own discipline to another discipline or jobs related to different discipline. Therefore, multidisciplinary will build overall development in an individual which will help them to attain adaptability and wide knowledge, which in-turn will make it easier to get job irrespective of any discipline.

· The policy proposes for imaginative and liberal undergraduate education with rigorous specialization in the chosen discipline. This will give a good exposure to the undergraduates belonging to commerce discipline as they will be provided with creative combinations of disciplines of study.

· The policy envisions independent self–governed higher education institutions. It recommends that all institutions should be free to start and run programs, decide curricula, student capacity and resource requirement, this would not have a direct impact on commerce discipline but will definitely add on to the existing syllabus, system and will enhance the quality of education in commerce.

· In chapter 19 of part II it is said to have an appropriate integration of technology into all levels of education to improve teaching, learning and evaluation process. It will help the commerce students to understand the content in a better and interesting way.

·  Since the policy is focusing on research work, it will help the individual to have an in-depth understanding of his/her discipline. Since research work will enable to explore thoroughly and understand the subject better.

·Facilitation of open and distance learning, internalization of education, assessment of students based on academic aspects as well as on other broad capacities and dispositions will have a positive impact on students belonging to commerce discipline since it will support to optimize learning and their overall development.

·Focus on high quality teaching, prevalent approach of ad-hoc, eliminating contractual appointments, faculty recruitment and development, career progression, compensation management will motivate the faculty to perform his/her duty well which will lead to productivity among the students and help in their career advancements.

· In my discipline commerce there are subjects like accounting, finance which requires expertise and a practical approach. Therefore, the policy will enable the institution to get a competent and engaged faculty.

·Internationalization of education will have a positive impact on students belonging to commerce domain, since the sub-domain of commerce deals with subjects like Marketing, International Business, Human Resource Management, Finance, Accounting etc. and if these subjects learning once backed up with international exposure will give a broad spectrum of knowledge and understanding in the concerned field.

Conclusion

The focus of this study was primarily on the impact of National Education Policy 2019 on higher education sector which may be considered as one of the most important factors as far as nation building is concerned. It can be concluded that the policy aims to build a holistic approach to the preparation of professionals, by ensuring broad based competencies and highest-quality professional capacities.
